The San Diego Serial Inebriate Program (SIP) Evaluation. SIP is a unique effort aimed to address the consistent, revolving door cycle of emergency departments, jails, and detoxification centers that many chronic inebriates face. Sponsored by the California Program on Access to Care, this project evaluated impact of SIP healthcare utilization among chronic inebriates.

Pepper Spray’s Effects on a Suspect’s Ability to Breathe. Funded by the National Institute of Justice, this report assessed the effect of oleoresin capsicum (OC), or pepper spray, on respiration, particularly when combined with positional restraint.
